The whole concept of a Virtual Private Server or Virtual Hosting (which is what most other hosting providers offer) is based on remote administration. Many small to medium sized business simply cannot afford to install a T1 into their office (let alone a DS3) and lay down the capital, time, and human resources necessary to maintain a dedicated connection to the Internet.
